Strollo’s role on this project was as a consultant to local architects and engineers. This project involved the Planning and Design for a new County Law Enforcement Center. Criminal court hearings and video arraignment capabilities were integrated into a multi-function, multi-agency facility. The project included co-located County and Municipal police functions, the County’s 911 Center, Emergency Operations Center and a 140-bed County Jail. The full service jail includes Housing, Medical / Mental Health Services, Kitchen, Intake / Release, Laundry and Administrative Spaces.

This project involved Pre-Design Planning all the way through post-construction warranty follow-up.  Project began with meetings with the Kandiyohi County Board of Commissioners to establish budget ranges for development, as well as prioritizing needs for development. A detailed Needs Assessment and Space Program followed. From Programming, the project moved into the Design Phase, and a functional floor plan through which the architects and engineers incorporated system designs and aesthetic refinement was created. At the end of the Schematic Design Phase, the local architectural firm, TSP One, Inc., led technical development, while Strollo developed and administered construction security systems integral to the complex.

The Kandiyohi County Emergency Operations / 911 Center was designed to comply with FEMA planning guidelines, as well as focusing on specific local scenarios requiring multi-agency coordination. The EOC provides a large operations room, as well as a separate conference room. Administrative and support space is arranged around the operations center and the operations room itself is arranged for day-to-day use for a wide variety of training programs, organization and preparation of emergencies, and allied uses by other agencies at the Law Enforcement Center.
